What is included in pre-production?

what is it and why is it important?
Tasks undertaken before production beings. So when you are watching a film, every scene you see, has been pre-produced before the making of the film. 

Pre- production checklist:
- Story board
- Location recce
- Template
- Risk assessment
- Cast your actors
- Lock the script
- Scout locations
- Finalize your budget
- Hire your crew
- Set up vendors for equipment
- Rent gear
